Yes there are many ways to cheat. It sounds to me like he found the debug codes by opening the campaign somehow, or maybe an older version of it had the codes too.
But besides that Cheat Engine is an excellent memory hacking tool that works on 99% of single player games and can be used to hack almost any numeric element, and of course the speed at which time passes. Those aren't the only ways to hack games but they are the 2 simplest in this case : )
Although he implies that he is far more proficient than needed to hack most games ; ) But rest assured the game is secure enough for the average player not to have any easy ways to cheat, outside of picking Child's Play : P
