IMO it's completely perfect, the reason Magical Hammer is a problem is because you can't aim it on the ground, you must target a unit and then there is a delay. If you could aim it manually then the delay isn't a problem at all.

For example Frozen Fang can be targeted anywhere, and the AI in warcraft III is very predictable. Enemies either run towards you in a straight line, or they attack you, and not much else. Therefore hitting a Frozen Fang is veeeery easy and I am sure everyone agrees! Either stick it where they are, or stick it where they are running at, and follow up a Magical hammer while Frozen Fang stuns them in place. Or cast the hammer just before Fang hits, for a perfectly timed follow-up
