Highest skill level?

Which is the highest skill level?

I used to increase Fradz's Invisibility and Fradz's Blessing to level 10 (or 11) and still see these skill in upgrade menu. I read a post before in which you discuss about skill level and mastery bonus. But... level 10 is not the final level and there are no bonus. Is this idea been banned?

20 level is the maximum for basic abilities.

10 is for Ultimate Abilities.
