It does not fit better.

A "steal chance" is a chance (that is: a probability) and
therefore some value between 0 and 1 (or between 0
and 100 percent).
There are no probabilities higher than 100 percent.

So Intorps argument makes perfect sense.

Exactly right.
The value "steal chance" does not represent the actual
steal chance.

Therefore, "steal power" would indeed be a better
designation for the value.
